Jamie Love Responds to Criticism of Knowledge Ecology International Letter

On May 12, Frederick Reinhart published an article titled “Knowledge Ecology International Letter Misleads on March-In Rights.” Reinhart is a past president of the Association of University Technology Managers (AUTM), and his views echo those expressed by many in the university technology transfer field, including a frustration that not everyone acknowledges and appreciates the considerable investments and risks undertaken by the for-profit companies that license patents to inventions funded by the federal government. Knowledge Ecology International (KEI) recognizes the importance of the private sector in bringing therapies to the market, even when federal funding of R&D has played a role, and also that robust returns on those investments have a positive impact on innovation.

This week on Capitol Hill, the House of Representatives will host almost every hearing that will relate to technology and innovation, including three hearings originally scheduled for last week but moved due to the national day of mourning for former President George H. W. Bush. Hearings in the House will focus on topics including advanced fuels for next generation engines, efforts to speed the development of innovative medical treatments, legislation for freeing up broadband Internet spectrum for public use and government IT acquisition processes. Over in the Senate, there will be a hearing in the middle of the week on Chinese espionage that will explore how entities in that country have been involved in cyberattacks and Internet piracy against American targets.

This week on Capitol Hill, the Senate appropriations Committee will hold a hearing on efforts leading to advanced nuclear reactor technology while the Senate rules committee will consider a bill that would amend the nomination process and the required qualifications for the Register of Copyrights. Over in the House of Representatives, hearings on artificial intelligence applications for national defense, Google’s data collection practices and a recently passed bill for bridging the digital divide will also take place this week.

This week is a very busy one on Capitol Hill where hearings on various subjects related to technology and innovation are concerned. The House of Representatives will hold hearings on Chinese threats in innovation supremacy as well as nuclear energy and the American Innovation Act of 2018. The Senate will host hearings focused on quantum information science, consumer data privacy and reducing health care costs through innovation. Both houses will hold hearings to look at activities going on at the nation’s space exploration agency, NASA.

House Subcommittees Hold Hearing on Space Situational Awareness and Space Traffic Management

A joint hearing of the House Subcommittee on Strategic Forces and the House Subcommittee on Space was recently convened to discuss the responsibilities of various U.S. government agencies on space situational awareness (SSA) and space traffic management (STM) efforts. The hearing occurred just days after the administration of President Donald J. Trump issued Space Policy Directive-3 (SPD-3) to set a new national space policy to address issues related to both SSA and STM including tracking the existence of space debris, encourage commercial activities in space and improve the national security of the United States in a world where foreign powers are increasing their presence in space.

Zeidman Technologies Sues U.S. Over Unlawful Abuse of Discretion in SBIR Grant Process

In the lawsuit filed in the Court of Federal Claims, Zeidman Technologies alleges that the U.S. government gave three conflicting and contradictory explanations as to why Zeidman’s proposal for the SBIR request was denied, despite the fact that Zeidman owns patented technology that specifically met the requirements of the request. These rejection explanations also allegedly relied on criteria that were not explicitly stated in the SBIR request for proposals, resulting in what Zeidman argues was an arbitrary decision.

Government and 3D Printing: A New Line of Innovation to Protect

For the last 20 years, manufacturers have used 3D printing to build prototypes, but it was only recently that this industrial technology entered the mainstream.  The 3D printing of products can enable faster time-to-market, save money, mitigate risk and allow manufacturers to customize a component to suit customer needs. 3D printing can produce individual, specifically tailored parts on demand. Boeing printed an entire plane cabin in 2013 and Ford can manufacture vehicle parts in four days that would have taken four months using traditional methods.

Proposal from Senator King Won’t Reduce Drug Prices, Just Innovation

Many were stunned to learn that Senator Angus King (I-ME) included language undermining the Bayh-Dole Act in the report of the Senate Armed Services Committee as it approved the National Defense Authorization Act. The the language “directs” the Department of Defense (DOD) to issue compulsory licenses under Bayh-Dole “whenever the price of a drug, vaccine, or other medical technology is higher in the U.S. than the median price charged in the seven largest economies that have a per capita income at least half the per capita income of the U.S.” The provision gives the Department no discretion— it must comply. Apparently no one bothered to check with DOD or anyone familiar with the law to discover that this language incorporates a long discredited theory of how Bayh-Dole operates, or of the significant damage it would do to the development of badly needed medicines and the U.S. economy. The bill is headed to the full Senate for consideration. So before that happens, let’s consider why this is such a bad idea.

Interoperability in electronic health records between VA, DoD the subject of Senate appropriations subcommittee hearing

The VA announced this April that its EHR system had reached certification for interoperability, months after the DoD had reached the same milestone, but investigators at the U.S. Government Accountability Office (GAO) reached a different conclusion. A recent GAO report indicated that, although the goal of true interoperability between the agencies can be met within two years according to agency planning, the two systems weren’t truly interoperable… It’s in this environment, heavily tinged by the recent GAO report, that a subcommittee of the U.S. Senate Committee on Appropriations came together to take a closer look at what was being done by the VA and the DoD to reach true interoperability.

Rep. Lamar Smith calls NOAA ‘afraid of innovation’ during hearing on weather satellites

The day’s most withering criticisms, however, came from the House science committee’s ranking Republican, Rep. Lamar Smith (R-TX). Smith contended that NOAA’s problems had been debated by the committee for years and focused on the delays and rising costs of the current JPSS program. “Congress should not continue to fund an over-budgeted program that has not performed to standards,” he said. He added that he wasn’t convinced that the NOAA is adequately addressing weather data gap risks and said they were “dragging their feet” on considering options. “If NOAA’s afraid of innovation, maybe they shouldn’t be in the business of deciding what technologies are needed to improve forecasting,” Smith said.

Superhero Tech: Iron Man’s suit features futuristic nuclear fusion tech

Perhaps the most important component to any Iron Man suit is the arc reactor core, which provides the energy required to power the suit’s repulsors and other equipment. Although there is no true real world equivalent to the arc reactor, it’s been speculated based on cinematic depictions of the unit that it functions as a multi-isotope radio decay cell for nuclear energy generation using a palladium core. It’s also assumed that the reactor could not be a hot-fusion reactor as it sits within Tony Stark’s chest and would char him from the inside out… Last August, reports on a breakthrough in nuclear fusion reactor design from researchers at the Massachusetts Institute of Technology (MIT) could indicate that commercially viable tokamak reactors could be running within five to ten years. MIT’s reactor design, based on essentially the same physics behind ITER and other tokamaks, incorporates the use of superconductors composed of rare-earth barium copper oxide (REBCO) superconducting tapes, which have become commercially available only in recent years. The new superconducting materials enable stronger magnetic fields for even more plasma control, allowing smaller reactors to increase fusion power by a factor of 10. This would allow MIT to build a reactor half the size of ITER which would produce about the same amount of energy at a much lower cost. One working ARC reactor, which is what MIT calls its nuclear reactor design, could produce 200 megawatts (MW) of power delivered to the electric grid from a 50 MW input.

In the tech world, the H-1B visa for a person in a specialty occupation has been a heated issue at times. According to the official website for the U.S. Citizenship and Immigration Services (USCIS), the H-1B visa category applies to people who wish to perform services in a specialty occupation, services of exceptional merit and ability relating to a Department of Defense (DOD) cooperative research and development project, or services as a fashion model of distinguished merit or ability.

Senator McCain says U.S. national security depends on access to innovation

Senator McCain’s remarks related to defense acquisition reform generally, but more specifically related to the need for the Department of Defense to streamline acquisition of new, innovative technologies. McCain told the audience that ”our Defense Department has grown larger but less capable, more complex but less innovative, more proficient at defeating low-tech adversaries but more vulnerable to high-tech ones.” Indeed, with an agency as large as the Department of Defense, a woefully inadequate response to technological advances and adoption of cutting edge innovation should be anticipated.
